This is a cool idea, but I don't think it's really practical, because of how many 16 year olds practically need to drive to go about their daily lives (transporting themselves to school, work, etc.)
Also, I don't have much perspective on this sort of stuff because almost none of my friends have any involvement in drugs of any kind, and hardly anyone in my family either. Straight edge 4 lyfe, tbh.
driving age here is 18... when I was 16 I caught public transport to work and school and parties and stuff like that...
Not possible for anyone in a rural or suburban area, aka >50% of people. In cities that's reasonable (and common).
